Summer 2022 45 changes to red diesel entitlement provided a major challenge in raising member awareness and HAE EHA worked hard to inform HMRC about the practical issues with implementing the removal of red diesel from construction use. is is an ongoing issue and one HAE will keep under sharp focus, ready to raise member’s concerns with o cials. NET ZERO HAE EHA formed a Net Zero Panel to help develop policy and guidance on this important topic and we remain committed to working with ERA as part of its sustainability committee. ere can be no doubt, net zero, decarbonisation and emissions reduction will be signi cant in uences, opportunities and pressures for the hire sector. We continue to discuss such matters with the UK government, particularly about incentivising greener purchasing and overcoming the additional capital costs often associated with this transition. However, much depends on the environmental priorities of the incoming government and how these are balanced with tackling the cost of living crisis which is predicted to worsen over the winter months. e hire sector has seen a series of commitments to new capital expenditure and innovation in the transition from diesel powered plant and equipment. As part of this agenda, HAE EHA will continue to work with colleagues in construction federations to advance the case to the Treasury and BEIS for a more realistic approach to incentivising greener capital investment. HAE EHA has also been engaged with Defra o cials about equipment emissions policy in England. CRIME AND SECURITY Crime, both theft and fraud, remain major risks for the hire sector. We welcomed the formation of the ACE policing team to provide a national lead on construction and agricultural plant and equipment theft. Members are working together to share information and good practice. Policing and prosecuting authorities need bespoke resources to help tackle the rising amount of fraud our members face. We are working with CITS to encourage the Home O ce to meet this challenge and this is very much dependent on additional resources and expertise. It is important to stress the importance of intelligence and insight in order to combat the rising challenge from crime.
