HAE EHA Public Affairs Manager, Mark Bradshaw, has chaired the Committee for a number of years and will hand this role over to a new chair in April. There has been a renewed focus by the Committee, which includes a number of UK hirers, on supporting SMEs and others with net zero and social responsibility advice. There is also an emphasis on people including safety, well-being and attracting new talent into the hire and rental sector. A particular challenge is howhire businesses should understand, calculate and report on the carbon impact of their purchases and operations. The so-called ‘Scope 3’ impact is challenging to calculate and reduce as it covers the full carbon impact during the operational life of the asset. ERA will produce useful guidance on this matter and, as a trade associationmember, HAE EHA is supporting this vital work and will share withmembers. EQUIPMENT THEFT Crime, theft and fraud continue to be considerable risks for the hire sector and members work together, andwith police and other partners, to reduce their exposure to crime and share good practice. More recently, a well-intentioned parliamentary bill promoted by a backbench MP has been causing some concern. The Equipment Theft (Prevention) Bill began life as a measure to tackle thefts of all terrain vehicles, but has been championed as an opportunity to extend obligations on wider construction and agriculture businesses. This expansion in remit has the support of the Home Office. These obligations are currently undefined but the absence of co- design or even consultation has led HAE and others to express concern. We aim to work with Combined IndustryTheft Solutions (CITS) to put across a constructive industry viewpoint in discussions with Home Office officials (who are drafting regulations under the proposed legislation). <<
